Create a National Health Insurance Scheme called “The Wellness Plan” in 2 phases in order to provide basic health insurance for all Jamaicans. The plan will include introducing tax credit incentives on insurance premiums paid by employers and employees, and will target the elderly, poor and vulnerable persons in the first phase of the roll out. This will include persons receiving doctor's visits, in hospital visits, hospital outpatient visits, eye exams and other benefits. The NIS will target the 35 - 60 year old persons in the second phase of the roll out. This will include the following services: mammography, pap smears, colon & prostate cancer tests.

Gov’t Creating Road Map for National Health Insurance Plan

Work is apace on the development of a policy proposal and road map for the sustainable implementation of a National Health Insurance Plan (NHIP) for Jamaica.

The proposal will address elements relating to the benefits package, which includes levels and sources of financing, legislative changes, provider network, and the requisite administrative and organisational structures.

The Ministry Paper also revealed that the National Health Fund (NHF) signed a six-month contract in December 2017 with Sanigest Internacional for the development of a policy proposal and road map for the design and effective implementation of the NHIP.
